1 - Through agents on North African coast, beginning in Morocco/Algeria loan life vests to the passengers on departing refugee vessels.
2 - One in every 20 vests has a GPS beacon which can be tracked by satelite, drone, aircraft and nearby vessels.
3 - Recover these vests from disembarking passengers in southern Spain, Lampedusa, Italy and the south

1 - Identify all ships and large yachts sailing in waters frequented by refugee vessles.
2 - Offer instruction and proceedural manuals on the best practices in offshore rescue
3 - Offer incentives to most coopersative shipping companies, crews and private owners: discounted/free 25-person life rafts + premiums for most lives saved.
4 - In areas where large numbers of refugees are departing offer free loan of life vests w/tracking signal transmitters, to make it easier for potential rescuers to track and save.
